Position Summary. The Quality Assurance Specialist is an essential member of Jubilee’s Quality Enhancement team, helping to ensure quality care and services for adults with intellectual and developmental disabilities. In partnership with the Quality Assurance and Compliance Manager, this role completes incident investigations and reports, conducts quality inspections, and makes recommendations that enhance the services and care provided at Jubilee. Success in this position will result in well-written assessments, evaluations, and timely reports that help Jubilee maintain compliance and enhance its services for people with disabilities.        
   
Responsibilities.  
  • Collaborate with the Quality Assurance and Compliance Manager to complete incident reporting, investigations, recordkeeping, and tracking. Assume responsibility for all incident management when the Quality Assurance and Compliance Manager is unavailable or on leave.
  • Assist with preparation and follow-up related to Quality Enhancement’s recommendations, plans of correction, and action plans. 
  • Conduct detailed quarterly inspections of Jubilee’s services to ensure compliance with regulations and enhance the quality of life for people supported by Jubilee.   
  • Assist with state and county audits and inspections.
  • Complete and maintain training and certifications required for the role. 
  • Support preparation, facilitation, and follow-up for Jubilee’s Human Rights Committee meetings.
  • Assist with compiling data and preparing reports on incidents for management review.
  • Assist with coordination and delivery of quality assurance trainings. 
  • Collaborate with the Person-Centered Planning team to gather annual satisfaction survey data. 
  • Review Personal Outcome Measures® assessments to identify priority goals and areas of concern, ensuring accountability for recommendations through structured follow-up with management.
  • Work collaboratively with Program Services and other departments to ensure consistent application of quality and compliance standards.
  • Adapt priorities as needed in response to emergent incidents, investigations, or audits while maintaining progress on planned quality assurance projects.
  • Maintain data integrity across quality assurance systems by managing tracking tools (e.g., monday.com boards, spreadsheets, etc.) used for incidents, action plans, inspections, and compliance activities.

Qualifications.  
  • Associate degree or equivalent coursework in human services, social work, business administration, psychology or a related field.
  • 2-3 years of related professional experience in quality assurance, compliance, program monitoring with DDA experience preferred.
  • Transparent communication, accountability, and a growth‑oriented approach to feedback and continuous improvement.
  • Advanced reasoning abilities, good judgment, and a high level of discretion and confidentiality. 
  • Advanced written and verbal communication, with strong interpersonal skills. The use of person-first language and thinking is essential.  
  • Excellent organizational/time-management skills and attention to detail. 
  • Strong computer skills and ability to learn and use new tools and software: Microsoft Suite, Excel, Monday.com, database. 
  • Strong attention to detail and ability to maintain accurate and organized records across multiple tracking systems.
  • Ability to complete milestones and work toward multiple deadlines simultaneously.  
  • Knowledge of disability services regulations and systems is preferred.  
  • Excellent people skills. 
  • True passion for the organization's mission; desire to work with and learn from people with intellectual and developmental disabilities. 
  • Being bilingual (English/Spanish) is always a plus.

Compensation and Benefits. The salary rate for this position will be $73,000 per year. Jubilee Association of Maryland offers a competitive benefits package for eligible employees that currently includes paid vacation and sick leave, health, dental, life, and disability insurance, retirement plan contributions after one year of eligible service, paid holidays, and paid training opportunities. Training and Professional Development Requirements. Complete and maintain all required training and certifications according to Maryland Developmental Disabilities Administration (DDA) and Jubilee requirements, including but not limited to First Aid and CPR and Bloodborne Pathogens certification through an organization-approved provider to perform the essential functions of the role. Pursue additional professional and leadership development opportunities. 

Physical Requirements. This position primarily involves sedentary work performed in an office or approved remote environment, including extended periods of computer use. The role requires the ability to communicate effectively, remain stationary for prolonged periods, and occasionally move about the workplace. The employee must be able to lift and/or move items up to 15 pounds, with or without reasonable accommodation.
 
Work Arrangement. This position requires frequent in-person work at both Jubilee’s Kensington office and in the field. Hybrid work may be permitted with supervisor approval, provided it aligns with operational needs and organizational priorities.
